Definition

lookyloo rate
(Noun) A person, usually a bystander or someone passing by, who, out of curiosity, stops and stares at something/someone, as when an accident has just happened or something unusual is going on (a street fight, for example). A gawker.
Usage: Once again, lookyloos cause a 2-mile traffic jam by slowing down to gawk at a cyclist who had fallen off her bike.
