Not actually a noun: it's informal at best, slang probably. Mayor of a city.
Usage: "Hizzoner" fits best as the mayor of an old-line big Northeastern city - like Boston/New York/Philadelphia - but I guess there's no formal rule saying you can't be Hizzoner of a skateboarders paradise.
