black ice rate
(Noun) A smooth/transparent/virtually invisible sheet of ice.
Usage: "Black ice" is so transparent that one can see the surface below without noticing the ice. (E.g., on an asphalt roadway it looks black because what's underneath is.) That's why it's so dangerous to drivers and pedestrians.
