Usage: The dysfunctionality exhibited by the government permitted the uncontrolled growth in its society of administrative corruption, white collar crime, substance abuse, public immorality and a marginalisation of those committed to the betterment of their fellow citizens. Worse it created an environment wherein such behaviour appeared as the norm to new generations.
